Who's to blame?

I spotted this billboard on Marlboro Drive the other day...

...and was most amazed at what I saw when I drove past it.

So who takes responsibility for this? Media Power for not understanding the contents of the ad, or if they did, why would they flight an ad which makes such an obvious statement, onto a board with two sides? Or do we blame BBC World and DStv for not checking, or for using a company who would make such a balls-up?

I would say that the media buyer/agency for BBC is at fault. It is up to them to develop site specific content. Of course, ears should be boxed over at the clients office too...!

You have to wonder if the agency was sold on a single-sided board and then screwed over, or if they're just too dense to realise that there are actually two sides.
